Vladimir Putin has a seven-point plan to solve the Ukraine crisis

Despite reports of a ceasefire being agreed between pro-Russian rebels and Ukrainian president Petro Poroshenko, fighting has continued in eastern Ukraine.

The situation was complicated earlier by a Moscow official telling the RIA Novosti news agency: “Russia cannot physically agree on a ceasefire, as it is not a side in the conflict.”

It does beg the question that if, as repeatedly claimed by the Kremlin, Russia has nothing to do with the uprising in eastern Ukraine, how exactly does it hope to be involved in enforcing a ceasefire?
